To start the process, a $30 million debris removal program has been launched by San Diego County officials to remove the remains of more than 1,800 buildings that were destroyed or damaged. The California State Office of Emergency Services is funding $23 million of those debris removal costs, while the San Diego County Board of Supervisors is funding the other $7 million. The loader, which works at American Sugar Crystal’s sugar beet processing plant in East Grand Forks, charges hoppers with the lime rock and metallurgical coke used to produce 300,000 tons (272,155 t) of sugar annually.
